Neighbourhood Climate Resilience

ResNet is supporting organisations and residents in their efforts to not only plan for a fairer, less fossil fuel dependent future, but also a future that is likely to have new challenges arising from our climate changing.

Organisations

Most of our member organisations have buildings that are already recognised by Bristol City Council as being a ‘Place of Safety’ (in case of local evacuation emergencies due to for example, flooding, gas leaks, bomb threats, etc. – Most of these buildings have more recently also been recognised as ‘Welcoming Spaces’ registered as spaces of comfort and warmth in the wake of the energy crises following the invasion of the Ukraine by Russia. ResNet is working with organisations to make sure that our changing climate and climate resilience is a consideration when planning future services and when investing in buildings and infrastructure.

Residents

We also work with groups of residents in local neighbourhoods of Bristol, mostly by encouraging existing groups with an interest in climate action and community energy to take a look at planning for the direct and indirect impacts of climate change in the next few years.
This is how we might structure working toward a climate resilience plan for a group, street, or area:

Now:

what we can plan for before we know when a storm might arrive

We know that climate change is going to affect those with the least resource in Bristol the most. Price increases, damage to property, loss of employment – these are all things we know will not (easily) be affordable for people in the least well-off areas of Bristol and surrounding areas.

We want to work with neighbours in the same street, with community groups, local energy groups and climate action groups, on how to prepare for the direct and indirect impacts of climate change. Our workshops spell out a future we don’t really want – but we make it about what we can do to avoid some of the really difficult impacts in a fun workshop environment. If is all about what we can do – together, rather than each household by themselves.

We know that prolonged cold spells and heatwaves have the potential to kill many more people than most storms, however, with storms forecasts to be more frequent and with greater veracity, storms have great potential to cause huge amounts of immediate and longer-term damage to people’s homes and their ability to lead comfortable lives and carry out their jobs.

Before:

Forecasts say a storm is on the way

Once we have worked with a group of local people to come up with a plan for their area, we may be lucky enough and know a few days in advance, when a storm is likely to hit our city.

It is at this point that we make sure that we secure, protect and inform our neighbourhoods as per the plans local people in each area have developed.

After:

what we can plan for doing after a storm has subsided

After ‘the storm’ utilities – as in electricity, gas, broadband, water – may be disrupted and buildings and infrastructure might be damaged, transport limited, supply of goods and services disrupted. In a storm scenario, we would work with residents now to understand how to overcome the challenges created by a storm and how to cut short the time before a neighbourhood can function again.
